try looking on websites like lakeside.com or terrysvillage.com at their clearance sections. Try the Christmas Tree Shops in the summer when the fall things come out. Yankee Candle had some pretty hurricane lamps in the fall with leaves that were mostly red. Maybe you can get those on clearance.
Black, white and red, really classey and elegant.
On the tables use white linen, with a black overlay, lots of candles, and simple crystal vase with a long stem red rose, or three roses. Scatter the table with red rose petals.
One “sweet” table centerpiece, small crystal looking bowls of various candies of red, white and black, Center the table with a large multi wick white candle.
Another idea for month of Oct. get small pumpkins and paint them black or white. Use a diamond dust like glitter and sprinkle on the pumpkin. Fill the pumpkin with greens, red and white flowers.
Get branches spray paint white, red or black, spread out on long tables, use clear old fashioned size glasses with tea lights on the tables. Really pretty, I used this for a party.
Buy your flowers at a wholesaler or find a student working or studying to be a florist, they could really cut your costs.
A creative imagination over comes a tight budget every time, especially if you are willing to work a little more.

My wedding is also in October. I went to Hobby Lobby Sat. and got several fall things for 80% off. Now is the time to get fall items.
Talk to moms who’ve done weddings for 2 or 3 of their kids, talk to married friends etc. They can tell you what stores in your area have the best prices.
Borrow anything you possibly can! Call everyone you know and ask for their help! You’d be surprised to find what people have lying around unused and would be willing to lend you.
I’m actually a teenager but my mom and I have helped with a lot of wedding receptions and we’re masters and making it lovely and quite inexpensive. This one woman bought lots of nice tablecloths for her daughter’s reception, and we borrow from her every time…there’s stuff like that, that you can easily borrow instead of spending money on it when you’re really not going to use it again.
I’m a fan of using Christmas lights as part of the decoration.
If you’re religious and have a bond with members of your church/religion, lots of the women and maybe some teenagers would be willing to help out. And you can always get friends and friends’ moms.
Teenagers can be servers and regulate all that sort of stuff, and women can work on the food and managing dish washing etc. You can get a few women you know and really trust to work on food - give them a menu and directions etc, and they can make it themselves or buy some of it.
Always make sure you have a cleanup crew, and people that are responsible for returning any borrowed items.
Around here (Northern Virginia) we go to Costco for good cheap roses. However they’re sometimes tight/unopened - if you want wide/opened roses, you can buy these anyways and just set them out in the sun for a little bit. That will open them up.

I didn’t really give you much to work with in this answer because I don’t know if you’re talking about the wedding, reception, both…outdoors, in a church, in a rented place…ETC.

All of these stores have “boxed sets” of invitations for about $25-$30. You get 50 invitations; 50 envelopes; 50 RSVP cards; and 50 RSVP envelopes. Some even come with 1 additional card, say for a “reception card,” if you need that. Or, you can buy additional plain ones in the store.
If you happen to live by a Michael’s I know theirs are $30 per box, but they always have a 40% off coupon….so that brings the total down to $18. That’s cheap!
You bring them home and format it on your computer and print them off. There are so many nice different sets to choose from.
